Dear Beneficiaries,
In relation to the introduction of the euro as of 01.01.2026, we present to your attention the following guidelines regarding the reporting of project expenditures incurred before and after this date:
Expenditures incurred before 01.01.2026, which are to be reported in 2026, should be converted from Bulgarian lev (BGN) to euro (EUR) using the last published exchange rate of the European Central Bank (ECB), namely 1.9558 BGN for 1 EUR.
The resulting amounts in euro, rounded to the second decimal place, must be entered in the List of Expenditures in the Jems system. This is required because, as of 1 January 2026, the option to select BGN in the currency list in Jems will no longer be available.After 01.01.2026, expenditures shall be carried out in euro in compliance with the Law on the Introduction of the Euro in the Republic of Bulgaria, effective from 01.08.2025. Expenditures incurred after this date must be reported in euro in accordance with the rules of the respective programme and the signed subsidy contract under the relevant project.
